Cyprus Beneficial Owner (UBO) Register

Cyprus keeps a central register of beneficial owners of companies and other legal entities, maintained by the Department of Registrar of Companies and Intellectual Property. Access is restricted, so this page explains who can see what, and which ownership evidence is available to everyone else.

Who must be registered as a beneficial owner

A beneficial owner is the natural person who ultimately owns or controls the entity. Cyprus companies, partnerships and European entities registered in Cyprus must file and keep these details current with the Registrar.

  • Natural persons holding more than 25% of shares or voting rights
  • Persons exercising control through other means
  • Senior managing officials, where no owner can be identified
  • Changes must be filed within the deadline set by the Registrar

Who can access the UBO register

Following the Court of Justice of the European Union ruling of 22 November 2022 (joined cases C-37/20 and C-601/20), general public access to EU beneficial ownership registers was invalidated. Cyprus restricted access accordingly: competent authorities and obliged entities carrying out customer due diligence retain access, while general public access is no longer open.

What ownership information you can still obtain

Legal ownership filed with the Registrar remains obtainable in document form. A shareholders certificate or a company structure report sets out the registered shareholders and shareholdings, which is what most banks, notaries and counterparties actually ask for.

Frequently asked questions

Is the Cyprus UBO register public?
No. Since the CJEU ruling of November 2022, general public access to the Cyprus beneficial ownership register has been withdrawn. Competent authorities and obliged entities performing due diligence retain access.
How can I find who owns a Cyprus company?
Order a Certificate of Shareholders or a company structure report. Both are produced from Registrar filings and show the registered shareholders and their shareholdings.
Is beneficial ownership the same as shareholding?
Not always. A shareholder can be a nominee or a corporate entity, while a beneficial owner is the natural person who ultimately owns or controls the company.
